The Bajoran is a double edge blade. Starting with the right source images it'll be the easiest. The wrong sources or too incompatible images and it'll be a nightmare.
02a. The first thing to do match Kira skin to Caludia's. Adjust>Hues and Saturation>Hues/Saturation/Lightness and experiment. You can see the numbers I ended up with.
02b. - Next, Lasso Kira's right Eye, part of the upper cheek and her entire nose. Paste it onto Claudia as a New Layer. Make the pasted later transparent enough (See how to make a Ferengi if you need detailed information on useing this tool) to see Claudia's eyes and nose. Line everything up as much as possible. Then erase all unless areas.
02c. - After all the excess and useless areas have been erased select the Clone Tool. Then select the Fuzz soft brush and adjust the brush size to 35+. Clone the upper cheek to the side of the nose.
02d. - Finished. Add noise to the new areas. Then add noise to the entire image. Now you have a Bajoran.
