Making a Cardassian is almost like making a Ferengi or a Denobulan. You only need most of the face and nothing else.
02a. To make things simple I already resized everything. For more information on resizing source images see the Tutorials for Ferengi and Denobulan. Once everything is sized properly, click on the Lasso Tool and grab Woody's face. Copy it and paste it in to dukat image. Make sure you rename this one. Also, for more information on using the Lasso Tool see the Tutorials for Ferengi and Vorta. After you paste Woody's face as a New Layer rotate it by 6 degrees. This will lift the eye on the left side (your POV) perfectly.
02b. - Once you line the eyes, nose, and mouth up you can start removing the useless skin. An interesting thing about heavily made up aliens - they are heavily made up! Meaning, you can only do so much. In the case of Woodukat I could only keep the glasses, nose, and lips. To maintain the Cardassianess I had no choice.
02c. - This step is optional. I Lasso'ed the ridge on Dukat's nose and placed it on Woodakut.
