Making a Denobulan is almost like making a Ferengi. You only need most of the face and nothing else.
02a. The next thing we have to do is shrink Harrison's image. We need his face about the same size as Dr. Phlox's. After a few tries it looks like 55% works. Just click on Harrison's image, hold the SHIFT Key and tap once on the S key. Type 55 in the width. See Making a Ferengi for more information and detailed instructions on working with resizing images. After you resize Harrison out line his face with the Lasso tool and copy it.
02b. - Paste Harrison's face as a New Layer. Rotate the image 7 degrees to the right. and make the layer Transparent enough to see Phlox's and Harrison's eyes, mouth and nose. Line everything up, make the Layer 100% - if you want, and erase everything not needed: Forehead, eyebrowns, and lower chin.
02c. - This is what it looks like after you removed everything not necessary.
