Making a Vorta is almost like making a Ferengi or a Denobulan. You only need most of the face and nothing else.
02a. Two things we need to do first. Increase the size of both images. It really is easier to work with larger images. Luckily, bith images resized relatively well. I increased the Vorta's image by 200$ and Woody's by 150%. After you resize both images outline Woody's face with the Lasso tool and copy it. See making a Ferengi for instructions on using the Lasso.
02b. - Paste Woody's face as a New Layer. Rotate the image 15 degrees to the right and make the layer Transparent enough to see Weyou's and Woody's eyes, mouth and nose. Line everything up, make the Layer 100% - if you want, and erase everything not needed: parts of the Forehead, some of the cheeks, and a little bit of the lower chin.
02c. - This is what it looks like after you removed everything not necessary.
